Frankford Town Council unanimously approved the rezoning of the 114-acre Lynch Farm property, marking a major step forward for the town’s next large-scale housing development. Steve Fortunato of Bohler represented the project during the public hearing, where the site was rezoned from residential to residential-planned-community (RPC).

The shift to RPC zoning is significant—it allows for higher density, smaller residential lots, and the integration of central amenities and open space, ultimately enabling more thoughtfully designed communities and more attainable home pricing. While specific development plans are still in the works, Fortunato noted the future neighborhood would likely resemble Vines Creek Crossing, another residential project now underway on the other side of town.

The property had to be annexed into Frankford’s town limits to secure access to utilities, appropriate zoning classification, and the desired residential density. Fortunato emphasized that the Town of Frankford has been a great partner, describing it as a desirable municipality to annex into due to its cooperation and forward-thinking planning environment.

A railroad track cuts through the center of the Lynch Farm site, creating a unique planning challenge. Fortunato explained that this requires extensive coordination not only with the railroad company, but also with DelDOT, the fire marshal, utilities, and the town. Project design will include multiple entrances, shared utilities that cross the railroad, and a landscape buffer to separate homes from the tracks and enhance community aesthetics and safety.

Next Steps 

Conceptual approval for the project was obtained on May 20, 2025. Though a builder has not yet been selected, Fortunato assured residents that the public will have two more formal opportunities to weigh in on the plans—at the preliminary and final plan stages.
