Bohler Helps Developers Unlock Faster Approvals Under Massachusetts’ New Streamlined MEPA Process

Massachusetts has introduced a newly streamlined review process under the Massachusetts Environmental Policy Act (MEPA), marking a significant step forward in the Commonwealth’s efforts to accelerate housing production.

The updated framework is designed to reduce permitting timelines for qualifying projects, offering developers a faster, more predictable path to approval. 

To be eligible for the streamlined MEPA review, projects must meet a clearly defined set of criteria. These include: 

  • A strong residential component, with at least 67% of gross floor area dedicated to housing; 
  • Minimum density thresholds such as 15 or more units per acre for multi-family developments; 
  •  Prioritize infill development, limiting disturbance to previously undeveloped land and avoiding high-value forests, priority habitat, or prime farmland;
  • Traffic impacts fewer than 3,000 daily trips — or 6,000 if the project is located near a transit stop. 

Additional requirements emphasize sustainability and infrastructure efficiency. Eligible projects must be located outside high-hazard flood zones, comply with the Stretch Energy Code, and avoid new or expanded gas mains or major water transfers.
