Massachusetts has introduced a newly streamlined review process under the Massachusetts Environmental Policy Act (MEPA), marking a significant step forward in the Commonwealth’s efforts to accelerate housing production.
The updated framework is designed to reduce permitting timelines for qualifying projects, offering developers a faster, more predictable path to approval.
To be eligible for the streamlined MEPA review, projects must meet a clearly defined set of criteria. These include:
Additional requirements emphasize sustainability and infrastructure efficiency. Eligible projects must be located outside high-hazard flood zones, comply with the Stretch Energy Code, and avoid new or expanded gas mains or major water transfers.
Bohler helps developers capture this advantage by screening projects against MEPA thresholds early, aligning site and civil design to eligibility requirements, and coordinating proactively with agencies to reduce rework and uncertainty.
The results can be material. On a recent project in Pembroke, Bohler guided the team through the expedited MEPA pathway by resolving eligibility items early and sequencing submissions strategically — reducing the expected review timeline from more than a year to less than two months.
“As policies evolve to address Massachusetts’ housing needs, developers who understand how to leverage these new pathways will gain a critical advantage,” said Matthew Ashley, Sr. Project Manager at Bohler. “Our teams are focused on helping clients navigate complexity, mitigate risk, and move projects forward with greater speed and confidence.”
As Massachusetts continues to implement initiatives aimed at increasing housing supply, Bohler remains committed to helping clients take full advantage of emerging opportunities. Connect with a specialist today.
