On December 13th, the Arlington County Board approved a series of actions that advance the major RiverHouse redevelopment in Pentagon City by JBG Smith. This includes a rezoning of the 36-acre site that aligns with the Pentagon City Sector Plan and enables up to 4,500 residential units at full buildout. The Board also voted to vacate several street and utility easements, allowing for utility relocations and new streetscape improvements.
Approved plans authorize the near-term construction of approximately 745 new homes, while 1,676 existing apartments will remain in place. Future phases are expected to add more than 2,040 additional units, supporting a long-term transformation of the community.
The redevelopment will also deliver significant public-realm enhancements, including 2.5+ acres of new public open space, improved pedestrian and bicycle connections, a two-way cycle track along S. Joyce Street, and a multi-use trail beside an expanded Virginia Highlands Park. Retail components are anticipated in later phases.
Bohler’s survey team played a critical role in making the project feasible, tackling one of the most technically challenging aspects of the redevelopment: platting and subdivision. With over 1,500 existing units remaining on site throughout construction, the team had to create new lots for the existing residential towers that still met all required building code separations. They also prepared plats for new roadways, navigated complex site geometry across more than 60 feet of grade change, and established fee-simple townhome lots within the evolving master plan. This work ensures the development phases can advance without disrupting access, compliance, or long-term land-use goals.
